over 18 scangers

Can anyone help with advice about what to do with over 18 scangers, hanging around drinking in public areas, causing mayhem with their foul behaviour, leaving their filth behind them and roaring and shouting until all hours. in public places. Gaurds are called on a regular basis. Cans are taken off them and they are then sent on their way. But the brain dead idiots come back the next nite. Any advice anyone.
